Vladimir A Pair with Infernal Conduit. Get W to 160 ability haste and you can W infinitely.

Twitch A AP build amps Twitch's passive true damage and E burst; W's huge slow locks enemies down. Slows don't stack — no Rylai's. Twitch's passive can't proc Liandry's or Ethereal Weapon — don't pick those.

Vladimir S+ Use Infernal Conduit's CDR refund — stack 160+ haste with runes/items, and W on 2+ enemies refreshes seamlessly = infinite W. W must hit at least 2 enemies for the loop; early on, stack basic haste via Lost Chapter and Blasting Wand.
