The PBE item-upgrade values for flat armor penetration decrease from 35 to 20, and percentage armor penetration from 25% to 15%. Flat magic penetration decreases from 25 to 15, and percentage magic penetration from 15% to 9%. These values do not establish how much one takedown grants.
